Hugh Mackenzie is principal in an economic consulting business, Hugh Mackenzie and Associates, based in Toronto. He has worked for over 40Â years in a variety of capacities related to public policy development in the trade union movement, the private sector, and at all three levels of government.

He is a member of the Board of Trustees of the University Pension Plan Ontario. Previously, he was the nominee of the Ontario Pension Board to the Board of the Investment Management Corporation of Ontario. He also previously served on the Boards of the Ontario Public Service Pension Plan (OPB) (from 2002 to 2016) and the Ontario Teachers Pension Plan) from 2007 to 2014). He is a former member of the Actuarial Standards Oversight Committee of the Canadian Institute of Actuaries. He was a founding member of the Pension Investment Advisory Committee of the Canada Post Pension Plan. He currently chairs the Investment Committee of the Atkinson Charitable Foundation and is a board member and Finance and Investment Committee Chair of the Wellesley Institute.
He has been engaged for more than a decade as an expert advisor to university faculty associations and unions representing university employees in the establishment of the University Pension Plan (UPP), a jointly sponsored pension plan for the university sector in Ontario, planned to begin operations in 2021.
From 1991 to 1994, Mr. Mackenzie was Executive Director of the Ontario Fair Tax Commission.
He is a graduate of the University of Western Ontario and holds a Masters degree in economics (public finance) from the University of Wisconsin (Madison).
